AKTIF closes gap in redispatch

Thanks to automated billing of outage power to grid operators, direct marketers no longer have to bear the costs.

With the new release of the AKTIF®dataService software, the AKTIF Group is taking into account all new data formats mandated by the Federal Network Agency as of October 1, 2024. In addition, the update includes another key innovation that will make day-to-day business significantly easier for companies in the direct marketing environment in particular. With immediate effect, the AKTIF system can be used to standardize the billing of redispatch quantities to network operators, thereby significantly speeding up the process.

“Our many years of experience show that companies in the field of direct marketing usually all face the same procedural challenges in their day-to-day business. The Redispatch 2.0 issue is no exception in this context – quite the contrary,” reports Lars Ehrler, Managing Director of the AKTIF Group. A look at the practical side of things reveals that billing the grid operator for the lost output in a redispatch scenario causes difficulties for many direct marketers. Ehrler knows: "Payment is usually only made if the grid operator receives a dedicated invoice. If this is not done, payment is delayed, which naturally leads to financial imbalances among direct marketers."

Transitional solution for another seven years?!
Since the current “BDEW transitional solution” could remain in place until December 31, 2031, this challenge will not disappear overnight. The draft bill presented on August 28, 2024, by the Federal Ministry for Economic Affairs and Climate Protection (BMWK) for a law amending the Energy Industry Act in the area of end customer markets, grid expansion, and grid regulation will continue to require balancing group managers to take responsibility for redispatch for another seven years. According to this, they must generally ensure balance sheet compensation in the event of corresponding lockdown measures by a distribution network operator and invoice the respective expense reimbursement to the network operator.

Against this backdrop, AKTIF is now creating an automated process. Based on the provisions of Decision BK8-22-001-A of the Federal Network Agency of June 5, 2024, regulating financial compensation between balance group managers (market role BKV, performed by the direct marketer) and network operators, the processes and requirements have been systematically anchored in the AKTIF software as part of the new release. The algorithms required for billing the downtime incurred are available in the “AKTIF®dataService” system and, after integration and configuration within the billing process on the part of the respective direct marketer, can take effect within a very short time. Outage work time series are clearly documented and the corresponding information is automatically incorporated into the billing process in combination with the respective price key stored for the financial compensation. The solution has now successfully passed its first practical tests and numerous AKTIF customers are already benefiting from the newly gained sovereignty in billing redispatch quantities.
